Project Phases
The project will be a nine-year journey. It includes 15 months of pre-construction feasibility (currently underway), 21 months of detailed engineering and procurement, a period of construction mobilisation and then four years of construction and a further year for the reservoir to fill and commissioning works to be completed.
Pre-construction feasibility
The pre-construction feasibility work is being funded by a $3 million grant from Kanoa, the Central Government’s Regional Economic Development and Investment Unit, and co-funding from a group of more than 60 local businesses, private individuals and water users.
Phase 1: Feasibility
August 2025 to October 2026
This feasibility phase includes: defining the basis of design, such as demand, loads and geology; developing engineering concepts; determining and progressing land requirements; independently updating regional economic benefit; selecting and costing a concept design; and then determining economics and water price to meaningful engage with water users and financiers. TWSL will use the Fast-track approvals process to secure access to the
22 ha of DOC land that sits within the dam footprint.
Phase 2: FEED (Detailed Design)
October 2026 to October 2027
Depending on the outcome of the previous feasibility work, detailed engineering and design will be completed. Revenue and financing agreements will be pursued.
Phase 3: Procurement
October 2027 to June 2028
This phase will include the tender and procurement process to appoint contractors. A building consent will also be obtained during this time, ahead of construction.
Construction: From July 2028
Following the three pre-construction stages, if the project is deemed feasible, a six month mobilisation and implementation period will follow, with construction expected to start in late 2028.
